A God candidate (神の候補, Kami no kōho?) is a human chosen by one of the thirteen angels to compete in the God choosing process, a long-term event that determined the next God. Depending on their angels' rank, God candidates can be granted with the powers of Wings, Red Arrows, and White Arrows. All thirteen candidates were chosen from Japan. According to Nasse, this was due to Japan's high suicide rate.

Second-rank angels can grant either Wings or Red Arrows. First-rank angels grant both Wings and Red Arrows, while those in special-rank grant all three powers. If a God candidate kills another competitor, then the killer gains their victim's abilities, with the exception that the victim has already been controlled by a Red Arrow before they are shot with another.
